Seems this rotoscoping technique is all the rage.
See XIII videogame, Waking Life, and A Scanner Darkly.
The RENAISSANCE site (and the feel of the movie) reminds me of MAX PAYNE
Not so sure its a straight video effect like rotoscoping. Look at the mouth sync. It looks animated at times. Who knows though, maybe a combination of both.
If you liked Max Payne, I hope you play Max Payne 2.... great game!
